Willie Nelson to Appear
in Concert at ENMU – Country singer Willie
Nelson will appear in concert in the Campus Union Ballroom at Eastern
New Mexico University in Portales at 7:30 p.m. on Wednesday, May
11. The opening act will be Billy Joe Shaver. Student tickets are
$22.50. General admission tickets are $30 each, with a limit of
six tickets per person. Tickets, if available, will be $35 on the
day of the show. Tickets can be purchased at the ENMU Bookstore,
by phone at 800.462.7979, or online at www.enmu.edu/concert.

Clarification About
Student Tickets – The $22.50 student tickets
for Willie Nelson are for ENMU students only. Student ID will be
required at the gate for these tickets. Please do not purchase tickets
for anyone who does not have a valid ENMU student ID. Additional
tickets for non-ENMU students are $30. The Bookstore is only accepting
cash payment for tickets. Tickets may be purchased online with credit
cards. Online tickets purchased at $22.50 are also only for student

President's 'Country
Picnic' Set for Saturday, April 30 – The President's
"Country Picnic" for employees has been set for Saturday,
April 30, at President Gamble's house. The Support Senate will sponsor
games for kids and the Professional Senate will sponsor games for
adults beginning at 4 p.m. Food serving begins at 5:30 p.m. More
information will be provided soon.
Campus Policy Review
– A long-term revision and updating of the Administration
and Governance Policies and Procedures Manual (called by some “The
Big Grey Book”) is now ready to begin the campus review process.
All members of the University community are invited to review and
comment on several excerpts from the Board of Regents Manual. To
view these re-formatted documents, follow the link www.enmu.edu/policyreview.
These policies will be reviewed by the University Policy Review
Council on Monday, April 18, 2005, at 9:00 AM in the Regents Room.
Anyone is welcome to attend and provide comments in person or submit
them via email to Patrice.Caldwell@enmu.edu or in writing to University
Policy Council, Station 2. During the rest of the semester and beginning
again in fall, sections of the Polices and Procedures Manual will
be presented periodically for campus review and then to the University
Policy Council. Once approved, polices will be permanently posted
to the governance web pages.
ENMU Receives TRiO Grant
– Eastern New Mexico University has been awarded a TRiO Student
Support Services (SSS) grant for 2005-2009. SSS, or the College
Success Program (CSP) as it is known at Eastern, will bring $1,387,000
to Eastern over the next four years. ENMU TRiO director Nico Cameron
says, “We are delighted we have been granted this money so
CSP can continue to serve at-risk students.”
Book Fair Set for April
4-9 – The Student Council for Exceptional
Children (SCEC) organization will host a Scholastic Book Fair on
Monday, April 4, through Saturday, April 9, in the lobby of the
College of Education building. The Book Fair is open to everyone
with hours of shopping from 8 a.m. until 7 p.m., Monday through
Friday, and from 8 a.m. until noon on Saturday. Personal checks,
cash, and credit/debit cards will all be accepted. Please stop by
and support the SCEC, and reading and literacy. If you have any

Noted Author to Speak
at ENMU – Bill Dunmire, the former superintendent
of Carlsbad Caverns National Monument and author of Gardens of New
Spain, will give a speech at Eastern New Mexico University’s
Becky Sharp Auditorium on April 18 at 7 p.m. His talk, titled “Apples,
Coriander and Watermelons: Spanish Plantways to New Mexico,”
is free of charge and open to the public. For more information,

Walt Disney Recruiting
on Campus – The Walt Disney World® College
Program Recruiters will be on campus Thursday, April 14, offering
students of all majors and college levels the opportunity to take
part in a paid internship for the fall 2005 semester. This is a
great opportunity to be part of the Disney magic and start building

ENMU Initiating Safe
Space Program – Eastern New Mexico University
is committed to providing a safe learning and living environment
for every member of the ENMU community. In attempting to fulfill

to visibly identify people and offices that are “safe”
for lesbian, gay, bisexual and transgender students. Faculty and

Employee Briefs
At the annual Roosevelt County Democratic Convention
held March 29 at the Memorial Building in Portales, three ENMU professional
staff members were selected as officers. Michele Wood
became Secretary with Gene Bundy as Assistant Secretary.
Dr. James Lee took office as the new Chairperson.
Other new officers include: Pauline Clark, First Vice-Chairperson;
Dolores Penrod, Treasurer; and Pilar Moreno, Assistant Treasurer.
Delegates to the state convention and precinct chairpersons were
also elected at the meeting Tuesday evening. It was proposed at
this meeting that the Democratic Party make itself better known
in Roosevelt County, become more active in voter registration, and
encourage citizen involvement in electoral and other political processes.

ASAB Presents
Music Madness Featuring 'Full Blown Rose' on April 13 – The
Associated Students Activities Board will present "Full
Blown Rose" at 7 p.m. on Wednesday, April 13, in the
Campus Union Ballroom as part of Music Madness during Spring Fling.
The concert is free and open to the public.
"Full Blown Rose" performs the theme song to Fox's "Tru
Calling," songs in "The Seed of Chucky" (newest of
the "Chucky" series), and music on the upcoming "Elektra"
soundtrack (the follow up to the film "Daredevil").
Their music video has also been played on national television, and
they have performed with groups such as "Puddle of Mud,"
"The Offspring," "Papa Roach," "Lit,"
and the "Kotton Mouth Kings."
Music Madness
Music Madness is similar to a battle of the bands with a few twists
to keep it exciting. It is an annual event put on by the Associated
Students Activities Board (ASAB). The bands must contain at least
one ENMU student and be chosen by ASAB to perform. ASAB is happy
to get such a high profile band as "Full Blown rose" to
host this year’s event. They will also judge the competition.

Airing on Amarillo TV Stations – A video promoting
ENMU as part of a program called "Touring Your Future"
is scheduled for the following airdates on Amarillo TV stations:

ENMU Telephone System
Upgrade – The ENMU telephone system has been
upgraded to the latest software revision available. Below are some
important differences that the user may immediately notice: When
calling from a digital telephone, the display will show the call
is ‘deflected’ (rather than “diverted”)
if the called number has a diversion profile set up on it. If a
call to your extension can be rolled over to more than one phone
number on busy/no answer, you will notice the words ‘profile
1’ on the display of a digital telephone, or you will hear
a ‘stuttered dial tone’ on an analog telephone. This
message tells you that your telephone will be able to divert to
more than one point if your number is busy or does not answer. On
digital telephones with a two-line display, the ‘profile 1’
message has replaced the date and time. The date and time will reappear
when the handset is lifted and stay on the display until the handset
is placed back on the cradle. When the new software was installed,
all default settings on the telephones were restored. Anything that
was programmed into a telephone from the keypad will need to be
set up again. For example: On a digital telephone, if there is a
second access key, the key will need to be pressed to reactivate
this function. On a digital telephone, the ring tone will need to
be reprogrammed if it was changed from the default ring. To do this,
press the ‘program’ key, press any number 0 through
9 and press the ‘program’ key once again when you have
chosen the ring you like. On a digital or analog telephone, if there
was a ‘follow me’ diversion created, it will need to
be reprogrammed. If you have any questions on setting up a function
on your telephone, please log a call with the Helpdesk at 4357.

Honors Convocation will be held Friday, May 13, for those students

the University Theatre Center.
Fifth Annual
Blackwater Draw Atlatl Throw Set for April 30 –
Eastern New Mexico University's Department of Anthropology and Applied
Archaeology and Mu Alpha Nu Anthropology Club are pleased to announce
the Fifth Annual Blackwater Draw Atlatl Throw. The competition will
include a WAA (World Atlatl Association) Target Round and an ISAC
(International Standard Accuracy Contest). It will be held on Saturday,
April 30, at the Blackwater Draw Site, not the museum as in previous
years. The site is located along State Highway 467, about 6 miles
north of Portales and one mile north of the turn to Oasis State
Park, on the road to Cannon Air Force Base. Registration and practice
will start at 9 a.m. with the Target Round beginning at 10 a.m.
The ISAC round will take place in the afternoon.
There will be categories for men, women, and children, and prizes
for the top finishers in each category. Don’t worry if you
haven’t done it before. It’s the process, not the prize.
Bring atlatls and darts if you have them. There will be some available
for loan and sharing if you don’t. This competition is NOT
restricted to primitive technology. Atlatls may be made of traditional
or modern materials.
Some refreshments will be available for sale. Otherwise, bring a
lunch, or plan on a trip into Portales for food. There are restrooms
on site.

Urged to Make Appointment for Advising – Freshmen
and sophomores who have not yet filed a degree plan are advised
through the Advising Center. The time has come to make your appointment
for summer and/or fall 2005 advising. Advising appointments will
begin on Monday, April 4. Freshmen and sophomores can register beginning
April 7. Please call the Advising Center at 562.2338 from 8-5 Monday
through Friday to make your appointment. You will need to bring
a copy of your transcript and a wish list of classes for your meeting
with a faculty advisor. For your best chance at the perfect schedule
for you, plan to register early!
Sophomores and juniors who have declared their majors must see their
faculty advisor before registering via the Web. Only your faculty
advisor can lift your advising hold. Please contact your advisor
to arrange a time to discuss your summer and/or fall schedules.
The last day to withdraw from a class is April 1 (no kidding). If
you need to withdraw from a course, please visit the Advising Center
(SAS 232) if you are a freshman or sophomore, or the Registrar’s
office if you are an upperclassman.

Assessment
Day Set for April 6 – Traditionally, students
who have completed at least 55 credit hours but not more than 75
credit hours are required to participate in the Academic Profile
Test (APT), which measures general education achievement. While
participation in the APT is required, the test scores are not part
of students' official transcript; however, individual student scores
may be used for advising. Low scores may result in additional required
courses or course work for the students who have low scores.
The next administration of the Academic Profile Test will take place
April 6. Students are notified in advance of their need to participate
and must register with the Assessment Resource Office. Freshman
students will also be completing the Your First College Year (YFCY)
survey or participating in Focus Groups. Under the guidance of the
faculty Teaching-Learning Committee, faculty and staff will be discussing
general education competencies and how these align with assessment
efforts.

Endowed Scholarships
and Departmental Awards Ceremony Set for April 12
– On Tuesday, April 12, classes will be dismissed from 12:30-5
p.m. so that students and faculty may attend the Student Research
Conference and the Spring Endowed Scholarship and Department Awards
Program. Early afternoon and evening classes will meet as usual.
The Scholarships and Department Awards program will begin at 3:30
p.m. in the Campus Union Ballroom. Endowed scholarships and department
honors will be presented. Graduation honors will be presented at
the Honors Convocation to be held Friday, May 13.
KISS to Succeed
– The KISS (Keep It Simple - Succeed) Community Literacy Project
will be presented by Lisa Streeter Wenner, in fulfillment of requirements
for her graduate degree in education. Please join us for a brief
presentation concerning this curriculum specifically designed to
teach teen parents the importance and benefits of strong literacy
foundations. It will be on Monday, April 4, at 3 p.m. in ED 126,
Portales Campus.
Student Employee
of the Year Nominations Sought – The Office
of Student Financial Aid seeks nominations for the 2004-05 Eastern
New Mexico University Student Employee of the Year. A review committee
will evaluate the nominations. We are asking each department to
nominate at least one student employee for outstanding service.
The award will be based on the student's reliability, quality of
work, initiative, professionalism, and uniqueness of contribution.
Multiple nominations and supporting documents are welcomed.
The student must meet the following
criteria:
- Undergraduate student employed on campus
- Student must have been employed for a minimum
of six months part-time during July 1, 2004 - May 13, 2005.
- Student must have a cumulative GPA of at
least 2.5
We will be selecting three outstanding students to
receive $100 each. In addition, all nominated students
will be recognized at the Student Affairs Banquet on April 20.

Student Research
Conference Set for April 13 – The 30th Annual
Student Research Conference is scheduled for Tuesday, April 13 from
1-3 p.m. in the College of Business. Students compete for cash awards
in eight categories at the undergraduate and graduate levels. Students
may enter research papers/projects in business, communication, English,
Hispanic studies, humanities, social sciences, physical and biological
Sciences. Abstracts are due April 1 since the original date was
listed as March 25. The abstract is a one-page summary of the project
and should be submitted to Professor Schroeder by April 1. A group
of concerned faculty started the SRC in 1974. Dr. Ram Sharma served
as the coordinator of the event until his retirement in 1998.
The SRC committee members are Dr. William Andersen, Dr. Mary Ayala,
Dr. Rosemary Bahr, Dr. Tom Brown, Dr. Bill Brunsen, Dr. Ollie Oviedo
and Dr. Anthony Schroeder, the coordinator of the conference
Thirty-one research papers were submitted in the 2004 competition
and 44 papers in 2003 from students enrolled at ENMU and Texas Tech.
The individual with the top paper in each category will receive
a cash award of $150.
The presentations are open to the public and ENMU students are encouraged
to attend. The conference is held in the College of Business.
Faculty Handbook
Committee Sets Faculty Forum at 4 p.m. on April 4 to Discuss Change
– The Faculty Handbook Committee is recommending
the following change to the Faculty Handbook. The reason for the
proposed change is to comply with the legal requirements of the
Family and Medical Leave Act that requires the employer to notify
the employees of the employer’s policy regard the law. This
is the Board of Regents' policy as adopted in 1994. This policy
already appears in the support and professional handbooks but is
not currently in the faculty handbook. Therefore, the amendment
is simply to comply with the law.
A faculty forum to discuss this recommendation will be held at 4
p.m. on Monday, April 4, in Becky Sharp Auditorium. The purpose
of the forum is to provide an opportunity for faculty input before
the Faculty Handbook Committee finalizes its recommendation to the
Faculty Senate. Faculty who cannot attend the forum may submit written
comments via e-mail to Steve Palmer, Committee Chair, (steven.palmer@enmu.edu)
no later than 2 p.m. on April 4.
The proposed amendment is to insert under Medical Leave –
Part Three, Section IX of the Faculty Handbook:
Family and Medical Leave of Absence Policy and
Procedures
General Policy
The Family and Medical Leave act of 1993 (FMLA) became effective
on August 5, 1993. The purposes of the act are to balance the demands
of the work place with the needs of the families, to promote the
stability and economic security of families, and to preserve the
national interest in preserving family integrity. Listed below is
an outline of the conditions under which an employee may request
time off without pay for a limited period with job protection and
no loss of accumulated service provided the employee returns to
work.
Eligibility
The following employees are eligible for leave under the FMLA.
- Regular full-time and part-time employees
who have been employed at ENMU at least twelve months prior to
the leave. This includes faculty, professional, and support employees
as defined in the respective employee handbooks.
- Temporary full-time and part-time employees
who have been employed at ENMU at least twelve months prior to
the leave, and who are employed at least half-time (1040 hours
or 6 months or .50 FTE) or more.
- Employees in the occupational groups of
president, provost, vice presidents, executive directors, deans,
department chairs, directors, coaches and associates or assistants
to these groups may be eligible, however to prevent substantial
economic injury to ENMU's operations, restoration may be denied
to these "key" employees.
Occasional employees are not eligible.
Basic Regulations and Conditions of Leave
FMLA leave is taken after all annual leave and sick leave
is depleted. Eligible full-time employees who work at least 1250
hours during the year preceding the leave may take up to 12 weeks
in a 12-month period (beginning with the first day of leave taken
under FMLA). The 12-week leave period will include any accrued vacation
and medical leave to be exhausted first. The remainder of the 12-week
leave period will be reported as leave without pay (LWOP). For eligible
part-time employees who work at least 1040 hours during the year
preceding the leave, their leave will be pro-rated as follows: half-time
employees (.50 FTE) may take up to six weeks; three-quarter time
employees (.75 FTE) may take up to nine weeks, etc.
FMLA leave may be taken for the following reasons.
Eligible employees may take up to 12 weeks in a 12-month period
(beginning from the date of the first leave taken under FMLA) of
a combination of annual leave, medical leave, and leave without
pay for the following reasons:
- An employee's own serious health condition
which prevents the employee from performing the essential functions
for the position within the meaning of the Americans with Disabilities
Act. FMLA leave is taken after all annual leave and medical leave
is depleted.
- Care for a spouse, child, or parent with
a serious health condition. A spouse is defined as a husband or
wife as recognized by state law. A child is defined as a son or
daughter including biological, adopted, or foster child, stepchild,
legal ward, or the child of one who acted as a parent (supported,
cared for, and is responsible for the child). The child must be
under 18 years of age or incapable of self care because of disability.
A parent includes a biological parent or someone who acted as
a parent by having day to day responsibility of care and support.
Serious health condition is defined under FMLA as:
- inpatient care in a hospital, hospice,
or residential medical care facility; or
- continuing treatment by a health care
provider for a serious health condition.
If medically necessary, an intermittent
schedule or a reduced leave schedule may be arranged for an employee's
own serious health condition or for care of a spouse, child, or
parent with a serious health condition. If leave is requested
on this basis, the University may require the employee to transfer
temporarily to an alternative position which better accommodates
recurring periods of absence or a part-time schedule, provided
that the position has equivalent pay and benefits.
- For childbirth, adoption, or foster care.
Leave must be taken consecutively within the first 12 months following
childbirth. FMLA leave is taken after all annual leave and medical
leave is depleted. If a husband and wife both work for the University,
the combined total leave for birth or placement of a child is
12 weeks.
Procedures for Obtaining FMLA Leave
An employee requests a leave of absence, using a form available
from Personnel Services from his/her supervisor who will route the
request for the proper administrative approvals, and then forward
it to Personnel Services. The Director of Personnel is responsible
for the administration of this policy and will notify the employee
whether the request is approved or denied.
Notification
When the need for leave is foreseeable, such as the birth or adoption
of a child or planned medical treatment, the employee must provide
at least 30 days advance notice of the effective date of the leave.
An effort should be made to schedule the leave so as not to disrupt
University operation if possible.
Medical Certification
All requests for family and medical leave of absence due to a serious
health condition of the employee and/or care of a child, spouse,
or parent with a serious health condition will require the employee
to provide medical certification from the attending physician describing
the medical condition and other pertinent information. Forms are
available from Personnel Services. The employee has 15 days to provide
the certification unless that is not possible with due diligence.
The University, in its discretion, may require a second medical
opinion and periodic re-certification at its own expense, may require
the binding opinion of a third health care provider, approved jointly
by the University and the employee.
A Personnel Action Notice should be processed by the employee's
supervisor placing the employee on leave for the authorized period
of time and should indicate the reason for the leave.
Calculation of Intermittent or Reduced Leave
For non-exempt employees, calculation of leave is done on the basis
of time actually taken. One day taken each week exhausts 1/5 of
one available FMLA leave week. An employee reduced from 8-hour days
to 4-hour days uses 1/2 of one available FMLA leave week for every
1/2 time week worked.
Salary reductions for exempt employees are allowed
without jeopardizing the exempt status of the employee under the
Fair Labor Standards Act. Therefore, exempt employees taking two
(2) days off per week can have their weekly salary reduced to 2/5.
Status of Employee Benefits During Leave of Absence
Any employee who is granted an approved leave of
absence under this policy is advised to provide for the continuation
of his or her group health insurance coverage by arranging with
the Payroll Office to pay the employee's premium contributions during
the period of unpaid absence. The University will continue to contribute
the employer's portion of the group medical insurance premiums during
the family leave.
In the event that the employee elects not to return
to work upon completion of an approved unpaid leave of absence or
returns to work for less than 30 days, the University may recover
from the employee the cost of any payments made to maintain the
employee's coverage, unless the failure to return to work was for
reasons beyond the employee's control. Benefit entitlements based
upon length of service will be calculated as of the last paid work
day prior to the start of the unpaid leave of absence.
In case of illness, employees will periodically be
required to report their intent to return to work to their supervisor.
If the employee gives an unequivocal notice of intent not to return,
then the University's obligations to maintain the employee's benefits
(except COBRA) and to restore the employee end.
Reinstatement
An employee returning from Family and Medical Leave of Absence must
contact Personnel Services prior to the expiration of the leave.
Medical leave granted for an employee's serious health condition
will require the employee to provide a medical certification of
fitness for duty from the attending physician that the employee
is able to return to work. A form is available from Personnel Services
for this purpose. No employee will be permitted to return to work
without being cleared by Personnel Services.
Once cleared for reinstatement by Personnel Services, the employee's
supervisor will process a Personnel Action Notice to place the employee
back on payroll.
Record Keeping and Notice
A notice explaining the FMLA provisions will be posted throughout
the main campus, the branch campus, and other ENMU off-campus locations.
The FMLA Leave of Absence Policy and Procedures will
be placed in the Administrative and Governance Policies and Procedures
Manual. The policy will also be referred to in the respective constituencies'
handbooks.
All medical records will be kept separate and confidential
from other personnel files as prescribed by state and federal laws.
Appeals
An employee may appeal a decision related to FMLA leave as outlined
in the University's grievance procedure.
NOTE: This policy was written to comply with the Family and Medical
Leave Act of 1993. The act's governing regulations covering definitions
and details will apply to this policy.

Beware of
Sky-High Prices for Copier Equipment – Recently,
some University departments have received calls asking for information
about the department's copier equipment. These calls are an attempt
to sell supplies at inflated prices. All supplies, except for paper
and staples, are provided through the ENMU maintenance plans. Central
Copies would like to caution departments against giving out information
concerning copiers. If you receive one of these calls, please direct
the caller to Central Copies at ext. 2425.

your purchase to Eastern New Mexico University, therefore, eliminating
the problem with being charged tax. Also, I was informed that Eastern
New Mexico University has been assigned the number 20 with Lowe's.
So, use 20 if they ask you for your assigned number.

CURRY/ROOSEVELT COUNTY CASA
MARKS NATIONAL CHILD ABUSE PREVENTION AND AWARENESS MONTH BY
LIGHTING CANDLES OF HOPE
CLOVIS, NM—Every year, more than 380 children
are abused and neglected in Curry and Roosevelt Counties. To
raise awareness of alarming statistics like these, the Curry/Roosevelt
County CASA today announced it will host a Light Of Hope Candlelight
Ceremony at both the Curry and Roosevelt County Courthouse.
Curry/Roosevelt CASA, a non-profit organization that trains
community volunteers to speak for the best interests of abused
and neglected children in court, supports national efforts to
fight child abuse throughout the month of April, which is National
Child Abuse Prevention and Awareness Month (NCPAM).
This year’s events will help to kick off the several awareness
and educational activities across the country in April to recognize
National Child Abuse Prevention and Awareness Month. Curry/Roosevelt
County CASA hopes to encourage community members to come together
to shine their light at either event. The Roosevelt County Light
of Hope ceremony will be held at noon on Thursday, April 7 at
the Roosevelt County Courthouse lawn.
The Curry County Light of Hope ceremony will be
held at noon on Friday, April 8 at the Curry County Courthouse
lawn.
“Nothing touches your heart more than helping a child,”
said Catharine Johnson, CASA Program Coordinator. “And
helping a child who’s been abused or neglected will affect

Curry/Roosevelt County CASA is a member of the National Court
Appointed Special Advocate Association, more than 900 local
community programs that recruit and train citizen volunteers
to advocate for the rights of abused and neglected and abused
children. “Every day, our volunteers work to bring hope
into the lives of children who need hope the most. That is why
we are lighting candles in parks and courthouses across the
county, to remind us all that there is always hope for a child,”
said Michael Piraino, CEO, National CASA Association.

Word series – Paste Special
When you are in a Word document and pasting something you have copied
from another document, or from a web page or other source, more
often than not you want the formatting to match the destination
document rather than the source. From the Edit menu, use Paste Special
instead of Paste. The Paste Special window that opens gives you
several options. Choose Unformatted Text to have your pasted content
take on the formatting of the paragraph it is pasted into. If you
have Word 2002 (in Office XP), pasting is even more flexible. In
this case the choice you want is called Match Destination Formatting.
Outlook series – Have you started an email message
and did not have time to finish and you need to come back to it
later? To save the unfinished message to the Draft folder area,
press and hold down the Ctrl key, then press the S key (Ctrl-S).
This will place the message in the Draft folder where you can come
back later, click on the message in the Draft folder area and continue
typing your message.
DAT file version update – To check that your
computer is up-to-date with the most current versions of virusscan
software, locate the blue and white shield with a red “V”
in it by your system clock on the bottom right side of your screen
and click on it with the right mouse button. Then choose “About
VirusScan Enterprise” in the pull-down box. There are two
things to look for; one is the “Virus Definitions” which
should be at 4458 and the other is the “Scan Engine”
which should be at 4.4.00 (4400). If either one is not displaying
the above versions, please contact the Helpdesk at 562.4357 for
assistance.
