Spirit of
Eastern Awards Being Accepted – The Board
of Regents has approved four new faculty awards for excellence which
will be implemented this spring with the awardees recognized at
spring commencement. As a result of the establishment of the new
awards, faculty will no longer be included in the Spirit of Eastern
Awards.
Nominations for the 2005 Spirit of Eastern Awards are welcome from
faculty, staff and students to nominate one or more professional
and/or support staff whom you believe have performed in the most
superior manner relative to the award criteria listed on the nomination
form. Deadline for submitting nominations is 5 p.m. April 1 for
Portales and Ruidoso. The selected awardees will be recognized at
the Spirit of Eastern Ceremony on April 13.

ENMU-Ruidoso
to Become Branch Campus – Governor Bill Richardson
signed the branch campus bill (HB405) Thursday afternoon in Santa
Fe paving the way for the ENMU Ruidoso Instruction Center to become
a full-fledged branch campus. More details will be provided in a
future Monday Memo.
New Secretarial
Appointments – Ms. Nikki Howard has been appointed,
effective today, as executive secretary for the office of Academic
Affairs. She is replacing Ms. Sigrid Jonsson who will retire at
the end of the month. Ms. Joyce Stagg has been appointed to replace
Ms. Howard as senior secretary for the College of Fine Arts.
Students
Urged to Make Appointment for Advising – Freshman
and Sophomore students who have not yet filed a degree plan are
advised through the Advising Center. The time has come to make your
appointment for summer and/or fall 2005 advising. Advising appointments
will begin on Monday April 4. Freshmen and Sophomores can register
beginning April 7. Please call the Advising Center at 562.2338 from
8-5 Monday through Friday to make your appointment. You will need
to bring a copy of your transcript and a wish list of classes for
your meeting with a faculty advisor. For your best chance at the
perfect schedule for you, plan to register early!
Sophomores and juniors who have declared their majors must see their
faculty advisor before registering via the Web. Only your faculty
advisor can lift your advising hold. Please contact your advisor
to arrange a time to discuss your summer and/or fall schedules.
The last day to withdraw from a class is April 1 (no kidding). If
you need to withdraw from a course, please visit the Advising Center
(SAS 232) if you are a freshman or sophomore, or the Registrar’s
office if you are an upperclassman.

Assessment
Day Set for April 6 – Traditionally, students
who have completed at least 55 credit hours but not more than 75
credit hours are required to participate in the Academic Profile
Test (APT), which measures general education achievement. While
participation in the APT is required, the test scores are not part
of students' official transcript; however, individual student scores
may be used for advising. Low scores may result in additional required
courses or course work for the students who have low scores.
The next administration of the Academic Profile Test will take place
April 6. Students are notified in advance of their need to participate
and must register with the Assessment Resource Office. Freshman
students will also be completing the Your First College Year (YFCY)
survey or participating in Focus Groups. Under the guidance of the
faculty Teaching-Learning Committee, faculty and staff will be discussing
general education competencies and how these align with assessment
efforts.

Endowed Scholarships
and Departmental Awards Ceremony Set for April 12
– On Tuesday, April 12, classes will be dismissed from 12:30-5
p.m. so that students and faculty may attend the Student Research
Conference and the Spring Endowed Scholarship and Department Awards
Program. Early afternoon and evening classes will meet as usual.
The Scholarships and Department Awards program will begin at 3:30
p.m. in the Campus Union Ballroom. Endowed scholarships and department
honors will be presented. Graduation honors will be presented at
the Honors Convocation to be held Friday, May 13.
KISS to Succeed
– The KISS (Keep It Simple — Succeed) Community Literacy
Project will be presented by Lisa Streeter Wenner, in fulfillment
of requirements for her graduate degree in education. Please join
us for a brief presentation concerning this curriculum specifically
designed to teach teen parents the importance and benefits of
strong literacy foundations. On April 4 at 3 p.m. in ED 126, Portales
Campus.

Dr. Robert Long, physical
sciences, has been invited to participate in a week-long workshop
at UC Irvine over the summer. The NSF sponsored workshop is titled
"CWCS Workshop on Teaching Guided-Inquiry Organic Chemistry
Laboratories." The workshop is intended to help faculty develop
guided-inquiry laboratory procedures for teaching organic chemistry
(rather than just following rote procedures which do not engage
students as well). Workshop expenses are paid by an NSF (National
Science Foundation) grant.
Michael F. Shaughnessy
has had a paper accepted for publication in Education News. It will
appear during the week of spring break. The paper is titled "On
Seeing the Big Picture in An Age of Intricate Inclusion."

Technology presented at workshop sessions of the New Mexico Association
for the Education of Young Children state conference in Albuquerque
on Saturday, March 5. Dr. Francine Stuckey

Romelia Hurtado de Vivas from the Department of Curriculum

Assessment of Basic Concepts”; and Dr. Robin A. Wells

Dr. Michael F. Shaughnessy
has had two test reviews accepted for publication in the New Mexico
Learning Disabilities Association newsletter. He reviewed the Kaufman
Assessment Battery for Children-II and The Reynolds Intellectual
Assessment Scales and the Reynolds Intellectual Screening Test.
He has also had " An Interview with Harry Sylvester "
accepted for publication in that newsletter. Sylvester is the author
of " The Blue Heron."
Bill Gaedke and Michael
F. Shaughnessy have an article appearing in www.EducationNews.org
in the Monday, March 14, issue. They interviewed Martin Haberman

Evening Phone Service Outages During Spring Break

Infrasture Being Upgraded During Spring Break – This
is a reminder that during the evenings of Spring Break, March

ENMU campus and we appreciate your cooperation during this

Student
Employee of the Year Nominations Sought – [download
the nomination form] The Office of Student Financial
Aid seeks nominations for the 2004–2005 Eastern New Mexico
University Student Employee of the Year. A review committee
will evaluate the nominations. We are asking each department
to nominate at least one student employee for outstanding service.
The award will be based on the student's reliability, quality
of work, initiative, professionalism, and uniqueness of contribution.
Multiple nominations and supporting documents are welcomed.
The student must meet the following criteria:
- Undergraduate student employed on campus
- Student must have been employed
for a minimum of 6 months part-time during July 1, 2004 - May
13, 2005.
- Student must have a cumulative GPA of at least 2.5
We will be selecting three outstanding
students to receive $100 each. In addition, all nominated students
will be recognized at the Student Affairs Banquet, April 20, 2005.

Student
Research Conference Set for April 13 – The
30th Annual Student Research Conference is scheduled for Tuesday,
April 13 from 1–3 p.m. in the College of Business. Students
compete for cash awards in eight categories at the undergraduate
and graduate levels. Students may enter research papers/projects
in business, communication, English, Hispanic studies, humanities,
social sciences, physical and biological Sciences. Abstracts
are due April 1 since the original date was listed as March
25. The abstract is a one-page summary of the project and
should be submitted to Professor Schroeder by April 1. A group
of concerned faculty started the SRC in 1974. Dr. Ram Sharma
served as the coordinator of the event until his retirement
in 1998.
The SRC committee members are Dr. William Andersen, Dr. Mary Ayala,
Dr. Rosemary Bahr, Dr. Tom Brown, Dr. Bill Brunsen, Dr. Ollie Oviedo
and Dr. Anthony Schroeder, the coordinator of the conference
Thirty-one research papers were submitted in the 2004 competition
and 44 papers in 2003 from students enrolled at ENMU and Texas Tech.
The individual with the top paper in each category will receive
a cash award of $150.
The presentations are open to the public and ENMU students are encouraged
to attend. The conference is held in the College of Business.
Faculty Handbook
Committee Sets Faculty Forum at 4 p.m. on April 4 to Discuss Change
– The Faculty Handbook Committee is recommending
the following change to the Faculty Handbook. The reason for the
proposed change is to comply with the legal requirements of the
Family and Medical Leave Act that requires the employer to notify
the employees of the employer’s policy regard the law. This
is the Board of Regents' policy as adopted in 1994. This policy
already appears in the support and professional handbooks but is
not currently in the faculty handbook. Therefore, the amendment
is simply to comply with the law.
A faculty forum to discuss this recommendation will be held at 4
p.m. on Monday, April 4, in Becky Sharp Auditorium. The purpose
of the forum is to provide an opportunity for faculty input before
the Faculty Handbook Committee finalizes its recommendation to the
Faculty Senate. Faculty who cannot attend the forum may submit written
comments via e-mail to Steve Palmer, Committee Chair, (steven.palmer@enmu.edu)
no later than 2 p.m. on April 4.
The proposed amendment is to insert under Medical Leave –
Part Three, Section IX of the Faculty Handbook:
Family and Medical Leave of Absence Policy and Procedures
General Policy
The Family and Medical Leave act of 1993 (FMLA) became effective
on August 5, 1993. The purposes of the act are to balance the demands
of the work place with the needs of the families, to promote the
stability and economic security of families, and to preserve the
national interest in preserving family integrity. Listed below is
an outline of the conditions under which an employee may request
time off without pay for a limited period with job protection and
no loss of accumulated service provided the employee returns to
work.
Eligibility
The following employees are eligible for leave under the FMLA.
- Regular full-time and part-time employees who have been employed
at ENMU at least twelve months prior to the leave. This includes
faculty, professional, and support employees as defined in
the respective employee handbooks.
- Temporary full-time and part-time employees who have been
employed at ENMU at least twelve months prior to the leave,
and who are employed at least half-time (1040 hours or 6 months
or .50 FTE) or more.
- Employees in the occupational groups
of president, provost, vice presidents, executive directors,
deans, department chairs, directors, coaches and associates
or assistants to these groups may be eligible, however to prevent
substantial economic injury to ENMU's operations, restoration
may be denied to these "key" employees.
Occasional employees are not eligible.
Basic Regulations and Conditions
of Leave
FMLA leave is taken after all annual leave and
sick leave is depleted. Eligible full-time employees who work
at least 1250 hours during the year preceding the leave may take
up to 12 weeks in a 12-month period (beginning with the first
day of leave taken under FMLA). The 12-week leave period will
include any accrued vacation and medical leave to be exhausted
first. The remainder of the 12-week leave period will be reported
as leave without pay (LWOP). For eligible part-time employees
who work at least 1040 hours during the year preceding the
leave, their leave will be pro-rated as follows: half-time
employees (.50 FTE) may take up to six weeks; three-quarter
time employees (.75 FTE) may take up to nine weeks, etc.
FMLA leave may be taken for the following reasons. Eligible
employees may take up to 12 weeks in a 12-month period (beginning
from the date of the first leave taken under FMLA) of a combination
of annual leave, medical leave, and leave without pay for the
following reasons:
- An employee's own serious health condition
which prevents the employee from performing the essential functions
for the position within the meaning of the Americans with Disabilities
Act. FMLA leave is taken after all annual leave and medical
leave is depleted.
- Care for a spouse, child, or parent with a serious health
condition. A spouse is defined as a husband or wife as recognized
by state law. A child is defined as a son or daughter including
biological, adopted, or foster child, stepchild, legal ward,
or the child of one who acted as a parent (supported, cared
for, and is responsible for the child). The child must be under
18 years of age or incapable of self care because of disability.
A parent includes a biological parent or someone who acted
as a parent by having day to day responsibility of care and
support.
Serious health condition is defined under FMLA as:
- inpatient
care in a hospital, hospice, or residential medical care
facility; or
- continuing treatment by a health care provider
for a serious health condition.
If medically necessary, an intermittent schedule or a reduced
leave schedule may be arranged for an employee's own serious
health condition or for care of a spouse, child, or parent
with a serious health condition. If leave is requested on
this basis, the University may require the employee to
transfer temporarily to an alternative position which better
accommodates recurring periods of absence or a part-time
schedule, provided that the position has equivalent pay
and benefits.
- For childbirth, adoption, or foster care. Leave must
be taken consecutively within the first 12 months following
childbirth. FMLA leave is taken after all annual leave
and medical leave is depleted. If a husband and wife both
work for the University, the combined total leave for birth
or placement of a child is 12 weeks.
Procedures for Obtaining FMLA Leave An employee requests a leave of absence, using a form available
from Personnel Services from his/her supervisor who will route
the request for the proper administrative approvals, and then
forward it to Personnel Services. The Director of Personnel
is responsible for the administration of this policy and will
notify the employee whether the request is approved or denied.
Notification
When the need for leave is foreseeable, such as the birth
or adoption of a child or planned medical treatment, the
employee must provide at least 30 days advance notice of
the effective date of the leave. An effort should be made
to schedule the leave so as not to disrupt University operation
if possible.
Medical Certification
All requests for family and medical leave of absence due
to a serious health condition of the employee and/or care
of a child, spouse, or parent with a serious health condition
will require the employee to provide medical certification
from the attending physician describing the medical condition
and other pertinent information. Forms are available from
Personnel Services. The employee has 15 days to provide the
certification unless that is not possible with due diligence.
The University, in its discretion, may require a second medical
opinion and periodic re-certification at its own expense, may
require the binding opinion of a third health care provider,
approved jointly by the University and the employee.
A Personnel Action Notice should be processed by the employee's
supervisor placing the employee on leave for the authorized
period of time and should indicate the reason for the leave.
Calculation of Intermittent or Reduced Leave
For non-exempt employees, calculation of leave is done on
the basis of time actually taken. One day taken each week
exhausts 1/5 of one available FMLA leave week. An employee
reduced from 8-hour days to 4-hour days uses 1/2 of one available
FMLA leave week for every 1/2 time week worked.
Salary reductions for exempt employees are allowed without
jeopardizing the exempt status of the employee under the
Fair Labor Standards Act. Therefore, exempt employees taking
two (2) days off per week can have their weekly salary reduced
to 2/5.
Status of Employee Benefits During Leave of Absence
Any employee who is granted an approved leave of absence
under this policy is advised to provide for the continuation
of his or her group health insurance coverage by arranging
with the Payroll Office to pay the employee's premium contributions
during the period of unpaid absence. The University will
continue to contribute the employer's portion of the group
medical insurance premiums during the family leave.
In the event that the employee elects not to return to work
upon completion of an approved unpaid leave of absence or
returns to work for less than 30 days, the University may
recover from the employee the cost of any payments made to
maintain the employee's coverage, unless the failure to return
to work was for reasons beyond the employee's control. Benefit
entitlements based upon length of service will be calculated
as of the last paid work day prior to the start of the unpaid
leave of absence.
In case of illness, employees will periodically be required
to report their intent to return to work to their supervisor.
If the employee gives an unequivocal notice of intent not
to return, then the University's obligations to maintain
the employee's benefits (except COBRA) and to restore the
employee end.
Reinstatement
An employee returning from Family and Medical Leave of Absence
must contact Personnel Services prior to the expiration of
the leave. Medical leave granted for an employee's serious
health condition will require the employee to provide a medical
certification of fitness for duty from the attending physician
that the employee is able to return to work. A form is available
from Personnel Services for this purpose. No employee will
be permitted to return to work without being cleared by Personnel
Services.
Once cleared for reinstatement by Personnel Services, the
employee's supervisor will process a Personnel Action Notice
to place the employee back on payroll.
Record Keeping and Notice
A notice explaining the FMLA provisions will be posted throughout
the main campus, the branch campus, and other ENMU off-campus
locations.
The FMLA Leave of Absence Policy and Procedures will be placed
in the Administrative and Governance Policies and Procedures
Manual. The policy will also be referred to in the respective
constituencies' handbooks.
All medical records will be kept separate and confidential
from other personnel files as prescribed by state and federal
laws.
Appeals
An employee may appeal a decision related to FMLA leave as
outlined in the University's grievance procedure.
NOTE: This policy was written to comply with the Family and
Medical Leave Act of 1993. The act's governing regulations
covering definitions and details will apply to this policy.

Book Fair to Raise Funds for Student Council for Exceptional Children
– The Student Council for Exceptional Children will hosting
the Scholastic Book Fair this year from Monday, April 4 to Saturday,
April 9. The Book Fair Will be in the College of Education Lobby
from 8 a.m. until 7 p.m. on Monday through Friday, and from 8 a.m.
until noon on Saturday. Please support the SCEC and support reading
and literacy. Checks, money, and credit cards will be accepted.

Beware of
Sky-High Prices for Copier Equipment – Recently,
some University departments have received calls asking for information
about the department's copier equipment. These calls are an attempt
to sell supplies at inflated prices. All supplies, except for paper
and staples, are provided through the ENMU maintenance plans. Central
Copies would like to caution departments against giving out information
concerning copiers. If you receive one of these calls, please direct
the caller to Central Copies at ext. 2425.
New Mexico Attorney
General Coming to Campus – On April 21, mid-morning
(time to be confirmed) ENMU Student Health Office will host Patricia
Madrid, Attorney General for the State of New Mexico, and Century
Council on campus. There will be an interactive CD presentation
on alcohol. We would like to invite you and your classes to participate
in this program. If you are interested in bringing your class or

Offering Summer Employment – The Eastern New
Mexico University Upward Bound Program is looking for qualified
individuals to teach Upward Bound Classes during the summer program.
The participants in the Upward Bound Program are high school students
aged 13-18. The positions can be work-study, student hire, and licensed
or professional teachers. Instructors are needed in the following
areas:

hall director and five resident assistants. Benefits include
room and board plus a salary of $200-$300 per week. Dates of
employment are June 1 through July 29, with mandatory training
from June 1-5.

Get Ready for Imaging
– To prepare our Purchasing Card Statements
for imaging (instead of being microfilmed), the following information
is being relayed to you. Items that are highlighted do not image
very well or not at all. Please do not highlight information on
your Purchasing Card Statement or on your receipts. Use black ink
when writing in any reclassification information as well as signing
the statement.
Lowe's Tax Solution
There is a problem with the charging of tax on purchases from Lowe's
in Clovis. When the clerk asks you for a phone number, please use
the phone number of 562.2425 (Purchasing Department) it will link
your purchase to Eastern New Mexico University, therefore, eliminating
the problem with being charged tax. Also, I was informed that Eastern
New Mexico University has been assigned the number 20 with Lowe's.
So, use 20 if they ask you for your assigned number.

at Wesley Foundation – Dr. Evelyn Parker,
Associate Professor of Christian Education at Perkins School of
Theology, SMU, will make a presentation to interested members of
the university community on "The Spirituality of Young Adults"
from 2-4 p.m. at The Wesley Foundation on Friday, April 1. Dr. Parker
has done extensive research and writing in the adolescent religion
and spirituality. Among her writings is the book "Trouble Don't
Last Always: Emancipatory Hope Among African American Adolescents".
She has written extensively about young gangs as well as faith formation
in a minority context. She holds degrees from Northwestern University,
Lambuth College and Prairie View A&M. Dr. Parker will also present
a workshop on Saturday morning, April 2 from 10 to noon, for church
leaders, pastors and religious educators. For more information,

The Aviation Maintenance Technology
(AMT) department at ENMU-Roswell recently received the Certificate
of Excellence ‘Diamond Award’ from the U.S.
Department of Transportation Federal Aviation Administration (FAA).
The award was presented for active participation in the FAA Aviation
Technician Training Program and for the university’s commitment
to increasing aviation safety.
“The Federal Aviation Administration appreciates the dedication
and professionalism of Eastern New Mexico University by making individual
time and training available for your faculty members to have the
opportunity to participate in the Maintenance Technician Awards
Program,” said John Wensel, Manager, Flight Standards District
Office in Albuquerque, in a letter to Ralph Barger, Head of the
AMT department. “By continuing to support your faculty members
and students in their quest for excellence in their chosen field,
you are benefiting the aviation industry,” Wensel said.
“This certificate recognizes the highest level of excellence
in aviation technician training,” said Dr. Judy Armstrong,
ENMU-Roswell Provost. “This award was made possible through
the dedicated efforts of our AMT instructors.” Armstrong
thanked Barger and instructors Jerry DeLosh, Mike Montoya, Karen
Cain, and Dave Partain for their hard work.
A special Staff Recognition Foundation
Merit Award for Excellence will be presented to Trish Jones, Technician
II, at Eastern New Mexico University-Roswell, during the
Fourth Annual Foundation for the Future Banquet hosted by the Eastern
New Mexico University-Roswell Foundation. The banquet will be held
on Tuesday, April 5, 2005 at 6:00 p.m. at the Anderson Museum of
Contemporary Art, 409 East College.
Jones’s cooperative spirit and strong sense of teamwork has
resulted in her nomination for this special staff recognition award.
She supports the ENMU-Roswell Teaching and Learning Mission by providing
prompt and courteous technical support to the campus community.
The successful results of the Client Services Department would not
be possible without Jones’s contribution. Her professional,
courteous and attentive behavior is highly regarded by customers.
She provides support, contributes suggestions, cooperates in problem
solving, and is responsive to her fellow team members. Jones takes
ownership of her job and it shows in the high quality results she
produces.
Jones graduated from the ENMU-Roswell Electronics/Computer Technology
Program with an Associate of Applied Science Degree in 1998 with
honors. She also is a Microsoft Certified Professional and continues
working towards her Bachelor’s degree.

Word series – Paste Special
When you are in a Word document and pasting something you have copied
from another document, or from a web page or other source, more
often than not you want the formatting to match the destination
document rather than the source. From the Edit menu, use Paste Special
instead of Paste. The Paste Special window that opens gives you
several options. Choose Unformatted Text to have your pasted content
take on the formatting of the paragraph it is pasted into. If you
have Word 2002 (in Office XP), pasting is even more flexible. In
this case the choice you want is called Match Destination Formatting.
Outlook series – Saving an email in the Draft folder
Have you started an email message and did not have time to finish
and you need to come back to it later? To save the unfinished message
to the Draft folder area, press and hold down the Ctrl key, then
press the S key (Ctrl-S). This will place the message in the Draft
folder where you can come back later, click on the message in the
Draft folder area and continue typing your message.
DAT file version update – To check that your
computer is up-to-date with the most current versions of virusscan
software, locate the blue and white shield with a red “V”
in it by your system clock on the bottom right side of your screen
and click on it with the right mouse button. Then choose “About
VirusScan Enterprise” in the pull-down box. There are two
things to look for; one is the “Virus Definitions” which
should be at 4448 and the other is the “Scan Engine” which
should be at 4.4.00 (4400). If either one is not displaying the
above versions, please contact the Helpdesk at 562.4357 for assistance.

Extended Absence Greeting:
Are you going to be away from your office for an extended period
of time and will not be listening to messages? If so, record an
Extended Absence Greeting to let your callers know when you will
return to your office. With this type of greeting, your mailbox
will not accept messages from callers so you should suggest another
contact name and number who can offer immediate assistance. This
greeting temporarily overrides the personal greeting.

From the Ready prompt, press 4 7 and begin recording.

The fee is $40 per rotation and includes a Red Cross certification
card for the level passed. Please register by Friday noon prior
to each rotation.
Aqua Aerobics – Join Alisha Eldridge,
Red Cross Certified Lifeguard Instructor at the Natatorium for
this 12-week class offered two times a week, Mondays and Wednesdays,
6-6:50 p.m., Jan. 24-April 27. Pay $8 per week or receive a discount
by prepaying $90. Don’t forget your swimsuit, towel and appropriate
shoes. No classes will be held Feb. 21, Presidents’ Day
and March 21 and 23, Spring Break.
