Job Summary: Supervises departmental COTS and custom software support, web and implementation services for most City departments. Implements, designs, maintains and controls COTS software for multiple hardware platforms. Analyzes changes and enhancements to software and determines the impact of such changes on existing system design, standards, and procedures. Provides hands on maintenance, troubleshooting and repairs of all software. Ensures the security and recoverability of software through the utilization of systems and operational procedures. Serves as technical consultant on the technical and operational aspect of software utilization, monitors system activity and tunes for optimal performance. Serves as technical consultant on the technical aspects of software utilization, monitors software and development activity. Coordinates and directs the work load of Software System Specialists and Development Administrator. Works in conjunction with other IT function teams to bring about successful project completion for ultimate customer satisfaction.
Qualifications: Education
College degree in computer science is preferred, work experience and technical training courses may be substituted if the discipline, work habits, and maturity normally acquired through college study are present. Four years of increasingly responsibility in maintaining and implementing modern, state of the art software, systems analysis or systems design experience including at least one year supervising a COTS software support team.
Certification: Valid Texas Driver License

Mastery of COTS software implementation and maintenance procedures and practices. Competence in assisting in any data related projects requested by management. Skill in supervising the work of software support and development specialists. Ability to maintain strict confidentiality and CJIS procedures.

Duties: Plans and organizes software system implementation, configuration, installation and maintenance in coordination of user departments.
Documents all software updates and changes.
Evaluates, installs, and maintains system software at the most desirable release level.
Provides for and monitors software security and recoverability.
Serves as technical consultant on software utilization.
Serves as technical consultant and assists in resolving problems with software and system software.
Assists other department personnel in the use of software systems.
Develops and maintains disaster planning for critical software systems.Assists computer users with software related problems; arranges for software upgrades and enhancements.
Coordinates software configuration and changes with support and training staff.
On call 24 hours a day to resolve software system failure and work maintenance windows.
Coordinates and plans work for software systems and development team.
Works cooperatively with other IT function teams to complete projects and assure for ultimate customer satisfaction.
Performs other duties as assigned.
