Job Summary: Responsible for the administration of the Zoning Ordinance, the Subdivision Regulations, the Comprehensive Plan, enforcement of zoning/code of ordinances program, advisor to three citizen advisory boards, development of the departmental budget and capital improvements program, development of special projects as assigned by the City Manager.
Requires major responsibility for initiating, directing, developing, interpreting and coordinating the City’s constructions standards and planning policies and methods. Work involves the application of specialized knowledge and administrative skills, specifically relating to the analysis, design, and program development required to express special and temporal interrelationships among resources, facilities and activities of the community.

Qualifications: Education
Bachelor’s Degree in Public or Business Administration, Planning, Architecture, Urban Planning or closely related field.
Experience
Eight (8)years progressively responsible professional experience in city or regional planning including five (5) years of responsible supervisory and administrative experience, or a master’s degree in community or regional planning and four (4) years of responsible supervisory and administrative professional planning experience, or any equivalent combination of training and experience.
Certification
American Institute of Certified Planners Membership preferred. Valid Texas “C” Driver License.
Knowledge, Skills, and Abilities
Requires extensive knowledge of the principles, methods and practices of city planning, thorough knowledge of construction methods, thorough knowledge of laws and ordinances affecting planning, development and zoning processes. Requires unusual ability to plan, organize, direct and review work of subordinate employees; design, analyze, write and edit research studies and surveys; speak and write effectively; develop and maintain effective working relationships with the public and employees, governmental officials, professional and technical personnel and the press.

Duties: Plans, organizes, assigns, directs and reviews the activities of professional, technical and clerical personnel engaged in the administration of the various codes and ordinances of Planning, Code Enforcement and Development.
Represents the City in dealings with developers and consultants relating to all development work within the City and the extra territorial jurisdiction of the City.
Initiates, develops, presents and directs implementation elements of the Zoning Ordinance, Subdivision Regulations and Comprehensive Plan.
Coordinates, approves and executes policy methods and procedures relating to Code Enforecement, Planning and Development activities, programs and projects.
Makes continuing personal contacts involving public relations and difficult negotiations.
Presents and interprets City planning and CDBG policies, rules and regulations, and problems of a professional and technical nature with persons of all rank, administrative officials, representative groups, press and public in general.
Acts as technical advisor to seven Council appointed Citizen Advisory Boards (Planning and Zoning Board, Zoning Board of Adjustment, Municipal Board) which includes making recommendation reports and review of agendas.
Prepares, makes recommendations and presents on all reports for the department to the City Council and City Manager.
Represents the department on interdepartmental committee.
Represents the city on intergovernmental committees (Highway Department, Permian Basin Regional Development Review Committee, etc.)
Represents city and professional planning organizations on statewide committees (Texas Municipal League Resolutions Committee, TML Community Development Committee, City Planners Association, department director, etc.)
Responsible for preparation of the departmental budget.
Reviews the capital improvements projects of the city as to their master plan conformity and recommends a program of capital improvements.
Responsible for the selection, placement promotion, training, development, safety and discipline of departmental personnel.
Attends conferences and institutes to maintain awareness of the current state of the art in the construction and planning fields.
