Appraiser Trainee - County Assessor's Office

Job Summary: Responsible for appraising all property in the County and seeing that it is recorded in the Assessor’s Office.

Qualifications: Minimum Qualifications

*High School Diploma or GED Certificate. Certification by the International Association of Assessing Officers (IAAO) and/or appraiser certification by the State of New Mexico preferred.
*Appraisal experience and the ability to read blueprints preferred but not required.
*Able to learn practices pertinent to laws relating to ownership and appraisal methods and techniques, the use of legal descriptions, maps, and the operation of various office equipment.
*Strong computer skills. Proficient in Microsoft Word, Excel, and Apex or equivalent drawing software. Triadic software experience desirable.
*Valid New Mexico Driver's License. NO DWI convictions within the past three (3) years.
*Ability to deal with the public, property owners, and co-workers on a one to one basis.
*Must be able to attend and successfully complete any educational requirements to gain appraiser certification by the State of New Mexico.

*Ability to understand and communicate in English. Spanish or other language is desirable.

Duties: *Greet the public in person and on the phone in a friendly and professional manner. Assist the public, realtors, abstractors, attorneys, and surveyors in their needs pertaining to public records.
*Perform a variety of clerical duties; type, index, and scan documents in to the computer systems.
*Maintain harmony with co-workers and assist or cross train as the supervisor requires.
*Assist in establishing values for residential, non-residential and commercial properties. Use county maps to locate property to be assessed. Assist co-workers in assessing every property within the county once every two (2) years.
*Learn how to establish property grade, based on quality of construction, and set valuation rates in accordance with legal levies.
*Learn and assist in determining proper appreciation or depreciation of structures and/or land. Such evaluations are based on considerations such as land use for livestock, presence of flood controls and irrigation, type of construction, construction additions, use of property, square footage of structures, utilities available, topography of property, streets and accessibility, and other related details.
*Make on site inspections, sketch buildings, take measurements, and enter all information pertaining to appraisal on property record cards, and enter information into computer system, under the guidance of Appraiser and Chief Appraiser.
*Assist in the preparations to testify before hearing boards and court proceedings in event of disagreements or complaints concerning property values assigned.
*Measures, evaluates, and calculates pertinent information pertaining to property. Travel to sites to conduct field checks.
*Organize building permits provided by the city and state.
*Follow the State of New Mexico Purchasing and Procurement laws, County Purchasing Policy and grant agreements in making purchases, transferring and deposing of assets.
*Must comply with the county Personnel Policy, and other Polices as approved by the Board of Commission.
*Employee must perform all duties with little to no supervision. Employee may be required to work irregular hours, attend job-related meetings, travel out of town for qualifying course requirements, and perform other all duties as assigned.

Other Requirements
*Employee must complete new hire physical.
*Employee must pass a pre-employment drug urinalysis.
*Employee must comply with the safety guidelines of the county.
