This position is located in the Federal Accounting Standards Advisory Board (FASAB). The FASAB serves the public interest by improving federal financial reporting through issuing federal financial accounting standards and providing guidance after considering the needs of external and internal users of federal financial information. Its mission is accomplished through a comprehensive and independent process that encourages broad participation and objectively considers stakeholder views.
Qualifications: In addition to meeting the educational requirements, applicants must have 1 year of specialized experience at the next lower level (GS-14 or equivalent band) in the federal service or comparable private sector experience, which is typically in or related to the position to be filled. Your experience must demonstrate possession of the necessary knowledge, skills, abilities, and competencies to successfully perform the duties of the position, such as experience evaluating and improving accounting practices; knowledge of the concepts, principles and practices of strategic planning and public policy development; and skill in designing and conducting comprehensive accounting / financial management projects. A certified public accountant (CPA) is highly desired.
This position has a positive education requirement. Candidates must possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or
Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Candidates must possess both the education and specialized experience as described to be determined basically qualified for this position.
Duties: The incumbent of this position serves as Assistant Director (Accounting), responsible for leading the formulation and development of accounting concepts and standards; and planning and coordinating accounting research to be utilized for discussions and decisions by Board members through performance of the duties below:
Serving as project manager on a wide variety of critical projects identified by the Board, such as Leases, Earmarked Funds, Related Parties, Risk Assumed, Natural Resources, and Deferred Maintenance and Asset Impairment;
Conducting comprehensive research regarding existing and emerging accounting and financial reporting principles and developing recommendations to resolve complex government financial reporting issues;
Preparing position papers for consideration by the Board and providing input to other members of the team for their individual projects;
Participating in and/or facilitating discussions at public meetings of the Board;
Leading task forces comprised of high level experts in their respective fields, convened to consider and/or develop recommendations to be presented to the Board.
Analyzes comments received on formal proposals by the Board and recommends appropriate actions; and
Participating in public hearings and maintaining appropriate public records regarding Board activities.
