Job Summary: Directs all phases of work supporting the Army Test and Evaluation Command. Works closely with garrison and government staff and other support contractors to ensure mission success. Responsible for cost, technical, and schedule performance and serves as primary customer contact for all program activities.
Qualifications: 8 or years with related Bachelor's degree. Disciplines preferred include engineering, computing, physics, math, defense studies, etc.
Higher level degree preferred.
PMP, CSM, or PgMP are desired.
Army War College, Naval Postgraduate School or similar educational qualifications are preferred.
DoD acquisition certified is preferred.
Duties: Effectively plan and implement large-scale test and test support activities across multiple disparate environments including instrumented ranges, net-centric testing, Network Integration Evaluations, live fire testing, simulations, armor testing and special-purpose equipments including but not limited to vehicles, directed energy, and LASER systems.
Key Responsibilities:
Build harmonious working relationships with stakeholders including governmental organizations, the Unions, educational institutions, and other support contractors.
From inception to conclusion direct and manage large-scale test projects for the Army Test and Evaluation Command, the Navy, and the Air Force.
Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
Liaise with project stakeholders and other stakeholders on an ongoing basis.
Estimate the resources and participants needed to achieve project goals.
Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
Delegate tasks and responsibilities to appropriate personnel.
Identify and resolve issues and conflicts within the contractor team.
Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and be accountable for their assigned work.
