Job Summary: The Account Technician performs a variety of fiscal, clerical and routine technical duties as needed to expedite the finance, accounting and bookkeeping functions for an assigned department or division.

Qualifications: High school diploma or equivalent and two (2) years of experience performing above or related duties developing knowledge in bookkeeping, accounting or a related field.
Working knowledge of accounting principles and practices including keeping of financial accounts and records; basic mathematics, record keeping, report writing, computer accounting applications and various software financial programs (MS Word, Excel, T-2, JD Edwards); standard office equipment; and office procedures; interpersonal communication skills and telephone etiquette; public relations. Some knowledge of generally accepted government accounting principles practices and procedures (GAAFR, GAAP and GASB); debits and credits; internal control principles and methods of application.

Skill in effective interpersonal communication. Skill in mathematical computations. Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, and City residents; the operation of PC Computer, calculator, fax machine, copy machine, telephone.

Ability to maintain confidentiality. Ability to perform routine accounting problems and make standard adjustments; operate various types of standard office equipment such as 10 key calculator, keyboard, etc.; operate personal computer (windows) in utilizing various programs to produce or compose formal documents, reports and records; communicate effectively verbally and in writing; develop effective working relationships with executive management, elected officials, supervisors, fellow employees, and the public. Ability to provide customer service. Ability to inform customers of Sales and promotions.
Employee works in a typical office setting with typical climate controls. Tasks require a variety of physical activities such as walking, standing, stooping, sitting, reaching, not generally involving muscular strain. Job functions normally require talking, hearing and seeing. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Work is performed in an office setting with exposure to VDT's and CRT's. Requires sitting for long periods of time. Must be able to lift 25 pounds. Irregular hours to include weekends and evenings may be required

Duties: Verifies, receives and receipts assessments, taxes, revenues, fines, citations, etc. from departments, customers and the general public; posts information from fiscal documents; disburses payments and petty cash; receives and posts credit card payments over the phone.
Prepares reviews and batches accounting documents; verifies/reconciles computer data against accounting records; determines activity codes/accounts required for posting payments and/or disposition; performs cashiering functions; sets up auto-pay for direct payments charged to customer checking account(s).
Verifies that fiscal transactions have been properly documented in account and cash journals from source documents; key enters fiscal information into computer; prepares and maintains files of fiscal transactions, reports and documents.
Researches and responds to telephone, written or personal inquiries regarding fiscal transactions, City policies and related matters to public/users; produces customer printout of account details upon request.
Attends meetings, seminars and workshops as required.
Receives, reviews, processes and posts parking meter tickets and other parking citations written by the city police department; operates computer and utilizes specialized software to enter ticket information and monitor account disposition; collects fines over the counter and through the mail; posts payments and assures proper relief of obligations; prepares daily deposits; receives and processes pleas for dismissal; prepares and issues delinquent notices.
Receives and posts credit card payments for fines and fees, i.e., curb cuts, monthly rentals, tokens, parking and shop coupons.
Accesses state motor vehicle database to locate and match motor vehicle information, i.e., license plate numbers, vehicle ownership, etc.; links database information with current citation numbers.
Sells monthly parking permits and parking meter cash keys; monitors monthly parking space rentals; prepares monthly billings.
