Job Summary: The Carson National Forest is seeking a dynamic and energetic individual to fill the Minerals Administrator position at the Jicarilla Ranger District Office in Bloomfield, NM. We are looking for candidates with a strong skill mix who can administer our oil & gas program. This position will be open to merit and demo applicants and will be posted to USA Jobs in the near future. The position will be advertised in the GS-1311 series. Government housing is not available.
Qualifications: Those who are interested must meet the qualification requirements for the GS-1311 series that is covered by the Administrative and Management standards. The OPM Qualification Standards Handbook Manual is available for review at any federal personnel office or on the Internet at http://www.opm.gov/qualifications/index.htm.
Duties: Oversee and coordinate all aspects of the Jicarilla Ranger District oil and gas program to include:
Coordinate with lease operators, oversee project development, oversee onsite visits, account for resource needs, oversee location/road design, and oversee development of Conditions of Approval (COAs) for processing and approving Surface Use Plan of Operations (SUPO). Ensure projects meet all applicable laws, regulations, policies, lease stipulations, etc.
Oversee all aspects of oil and gas operations from initial construction, drilling, completion, production, through interim reclamation and final abandonment. Ensure compliance on 850 producing wells.
Coordinate and complete NEPA process for all oil and gas projects, and coordinate with IDT members for specific resource requirements.
Maintain geographic information system (GIS) data for the district minerals and road program. Produce maps and interpret data when necessary.
Serve as district minerals specialist and provide IDT support as necessary.
