Job Summary: The incumbent serves as a Federal Program Manager and provides broad oversight on the technical aspects of the Federal-State shipping point inspection and grading programs in management territories under provisions of cooperative agreements between the States' Agriculture Departments, or other Cooperator Programs, and the Federal Agency. This position is located at a field office of the Fresh Products Branch, Fruit and Vegetable Programs, which carries out assigned grading, inspection and certification programs, and audit-based verification programs on fresh fruits, vegetables, nuts, and misc. commodities, and industry operations and processes.

Qualifications: Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or in Marketing, Economics, Business Administration, Agriculture, Agriculture Economics, Agriculture Business, Statistics, or Mathematics.

Duties: Plans and conducts reviews of all aspects of the shipping point grading and inspection program to evaluate the respective State Cooperator's compliance with the Federal Quality System Service Standards of the Fresh Products Branch's Branch Internal Quality Management System (BIQMS).
Approves and verifies the effectiveness of any corrective actions proposed or implemented by the State Cooperator Agencies as a result of the review findings.
Reviews the Cooperator's training programs for prospective licensees and their refresher training programs for experienced graders to ensure that they adequately cover the principles of conduct, grading procedures, and the interpretation and application of U.S. grade standards.
Recommends and authorizes qualified licensees to perform supervisory work on behalf of the Federal Agency.
Resolves difficult or controversial grading and inspection problems presented by subordinate supervisors.
Collaborates with Cooperator officials and industry leaders in planning and directing existing grading, inspection and certification programs, and audit-based verification programs.
Works with industry officials in determining equitable fees for the various types of grading services.
Speaks/presents to growers, shippers, and other interested groups on inspection policy, grade interpretation, application of standards, Federal rules and regulations, and the need for new or amended services.
