Job Summary: The position is located in the Testing Section of the Seed Regulatory and Testing Branch (SRTB), Livestock and Seed Program in Gastonia, North Carolina. The SRTB’s Testing Section is responsible for administering the Federal Seed Act (FSA) by testing seed to determine violations of the Act, providing service testing of seed as provided in the Agricultural Marketing Act (AMA), conducting activities to promote uniformity in seed testing and representing the Agricultural Marketing Service (AMS) in national seed forums.
You will serve as Supervisor of the Testing Section with overall responsibility for directing and coordinating the activities assigned to the Testing Section and as Assistant Branch Chief.

Qualifications: Degree: botany, or basic plant science that included at least 24 semester hours in botany. Proof required - submit transcripts. or
Combination of education and experience: courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown in A. above, plus appropriate experience or additional education.
Duties: Plans and directs the testing of FSA complaint samples involving seed shipped in interstate commerce, including reviewing complaints, establishing testing priorities, issuing test reports and assisting in determining regulatory action.
Plans and directs the testing of seed and grain samples submitted for service testing including establishment of procedural and testing policies, issuing Seed Analysis Certificates and billing applicants.
Directs and coordinates the seed testing standardization program.
Reviews and evaluates operations to appraise their effectiveness and to determine their deficiencies and initiates program improvements through an appropriate quality assurance program.
Formulates policies and programs to establish and maintain uniform methods of seed testing.
Represents the Program and AMS on seed related biotechnology testing and policy issues at both the national and international level.
