Job Summary: Under broad direction of Chief Accountant, responsible for reviewing all accounts payable, contract transactions and preparing State reports.
Qualifications: Education
Bachelor’s degree in Accounting or closely related field OR combined education and experience in Accounting/Finance field equaling six years.
Experience
Same experience as listed in education category. Experience should involve thorough understanding and grasp of accounts payable, with preference given to candidates with background in financial reporting procedures for fund accounting.
Certifications
Valid Texas Driver’s license.
Must be able to work with division and department directors regarding accounts payable and payroll problems. Ability to maintain confidentiality. Ability to read, write, understand and follow oral and written instructions. Ability to deal effectively with co-workers, supervisors, and the general public.
Duties: Monitor, review and approve accounts payable transactions.
Supervise accounts payable personnel.
Prepare and submit monthly and quarterly accurate, timely reports and payments to various State agencies (i.e. sales tax, municipal court fines).
Responsible for the accurate expenditure distributions for utility costs (gas, water, telephone, cellular phones) and advertising costs.
Monitor Diesel Fuel and Gasoline Tax Reports.
Ascertain that all expenditures are properly allocated and accurate.
Provide information to other City departments regarding expenditures for utilities and phone charges.
Coordinate the function of vendor contracts.
Assist in preparation of Annual Financial Statements.
Prepare difficult and complex financial reports and statements.
Resolve complex accounts payable problems.
Performs other related duties as assigned.

An Excel skills test with a passing score of 70 or better. The test will be administered at Texas Workforce Network, 2626 JBS Parkway, Odessa, TX.
