Job Summary: Supervises the planning and design of streets, drainage, water distribution and sewer collection lines, parking areas and other public works projects. Assist in the administration of the City’s floodplain ordinance. Reviews building permits and subdivision improvement plans for compliance with Public Works construction standards and City ordinances. Estimates quantities and costs of such projects. Manages and directs the work activities of the drafting, surveying and the design sections of the Engineering Division.

Qualifications: Education
Bachelor’s Degree in Civil Engineering.

Experience
A minimum of three years of municipal Civil Engineering experience is required and a minimum of two (2) years in a supervisory capacity. AutoCAD and Civil 3D experience preferred but not required.

Certification
Must be licensed as a Professional Engineer. If not currently licensed in Texas, an applicant must demonstrate the ability to become licensed in Texas within the first year of employment. Certification as a floodplain manager is preferred but not required. Texas Class “C” drivers license is required.

Thorough knowledge of the principles and practices of civil engineering, particularly as applied to the design, construction and maintenance of public works projects. Knowledge of municipal engineering objectives, purposes, methods and practices. Thorough knowledge of personnel, fiscal and construction management principles and practices. Ability to establish and maintain an effective working relationship with employees, officials and citizens.

Duties: Supervises the planning and design of streets, drainage, water distribution and sewer collection lines, parking lots, and other public works projects and estimates quantities and costs of such projects. Directs the work activities of the Drafting Supervisor, Surveyors and Civil Engineering Associates.

Confers with and advises inspectors of construction projects and conducts inspections of projects during construction and participates in reaching decisions as to necessary field changes.

Investigates and answers requests, suggestions and complaints from City officials and citizens and directs appropriate action or submits recommendations for solution when indicated.

Engages in engineering research, prepares specifications, makes complex computations and makes time and material estimates.

Performs a variety of investigative and public relations work related to public works and engineering activities, including the preparation of studies for public works capital improvements programs. Performs related work as required according to City Codes, Ordinances, and related regulatory requirements.

Reviews subdivision plats and development plans submitted by developers for compliance with Capital Improvements needs, appropriate local standards and accepted practice and prepares plats and legal descriptions for City property. Prepares and presents information on proposed developments for Pre-platting Conference and Planning and Zoning Board Meeting.

Assist in the administration of the local flood insurance program for the Federal Insurance Administration. Reviews and approves requests for street lighting installations.

Performs other duties as assigned.
