Job Summary: As a Project/ Design Engineer performs complex office and field related engineering work in connections with the planning, design, and construction of streets, drainage, water distribution and sewer collection lines, parking areas, minor buildings, and other public works projects, developed both in house and as outsourced consultant services. Under the guidance of the Assistant City Engineer, undertakes the administration of the City’s floodplain ordinance. Reviews building permits and subdivision improvement plans for compliance with Public Works construction standards and City ordinances. Estimates quantities and costs of such projects.
Qualifications: Education: Bachelor’s degree in Civil Engineering.
Experience: A minimum total work experience of four (4) years is required. Of which a minimum of two (2) of municipal Civil Engineering experience is desirable. Supervisory experience is desirable.
Certification: Must be licensed as a Professional Engineer in Civil Engineering. If not currently licensed in Texas, an applicant must demonstrate the ability to become licensed in Texas within the first six (6) months of employment. Certification as a floodplain manager is preferred. Texas Class “C” driver’s license is required.
Duties: With minimum supervision from the City Engineer, or the Assistant City Engineer, undertakes and manages engineering projects in planning and design of streets, drainage, water distribution and sewer collection lines, parking lots, minor buildings, and other public works projects.
Undertakes and manages projects in the capacity of a Lead Worker. Organizes, schedules and assigns work to Associate Engineer, designers, drafting technicians, surveyors, regularly monitors progress, and addresses quality control issues. Coordinates City staff and consultants for necessary field investigations. Prepares and maintains project schedules, deliverables and milestone events. Arranges and coordinates meetings in a timely manner to obtain comments, request work across departments, seeks direction and approvals.
Undertakes complex analyses, calculations, estimate quantities and cost, preparation of standards and specifications, and appropriate documentation in support of improvements proposed.
Confers with and advises inspectors on construction projects. Conducts inspections of projects during construction and participates in reaching decisions as to necessary field changes. Documents critical events and decisions on projects.
Under the supervision from the Assistant City Engineer, develop, analyze, maintains computer models of City’s water distribution network, sanitary collection network, storm water collection network, and the City road network for addressing operational and capacity issues. Undertakes ad-hoc investigations and reporting related to these mentioned networks.
Under the guidance of the Assistant City Engineer, undertakes the administration of the local flood insurance program for the Federal Insurance Administration.
Investigates requests, suggestions and complaints from City officials and citizens. Prepares appropriate response, recommends solution to City Engineer, directs appropriate action or submits recommendations for solution when indicated. Reviews and approves requests for street lighting installations.
Performs a variety of investigative and public relations work related to public works and engineering activities, including the preparation of studies for Public Works Capital Improvements programs. Performs related work as required according to City Codes, Ordinances, and related regulatory requirements.
Reviews subdivision plats and development plans submitted by developers for compliance with Capital Improvements needs, appropriate local standards and accepted practice and prepares plats and legal descriptions for City property. Prepares and presents information on proposed development for Pre Platting Conference and Planning and Zoning Board Meeting.
Performs other duties as assigned.
