Qualifications: GS-11 Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, in business administration, industrial management, engineering, applied sciences, or other fields related to the position.

Duties: Cooperates with and acts as a resource for Field Office staff, identifying, recommending, and establishing Field Office goals and objectives for the weighing program and assists in or leads the development and implementation of new or revised procedures, operations, or documentation.
Analyzes, surveys, and reviews weighing and grain scale operations and functions at major export and inland terminals to establish scale adequacy and accuracy by considering location, load capacity, dimension, design, construction, and installation features.
May instruct and/or supervise industry weigh-masters, official weighers, and associated weighing and support personnel in proper scale operation procedures and processes, including balance, weight registering, scale inspection, and certification, to ensure compliance with requirements.
Conducts or supervises periodic comprehensive tests of scales to determine whether indicated errors and balance changes are within specified tolerances and participates in the railroad track scale inspection and testing program for scales utilized at export and inland elevators and for platform and hopper scales utilized at container loading operations and truck facilities in the service area.
Develops standards for weighing within an assigned area of responsibility that puts into practice safeguards on equipment calibrations and aintenance.
Communicates FGIS policies and procedures to Field Office employees and other appropriate and interested parties, researches and provides answers to technical and/or administrative issues, conducts and documents supervision visits, participates in routine and annual audits associated with quality management of the agency, and performs reviews of weighing services.
Conducts vocational weighing training for all Field Office employees and may provide training assistance to official agency and/or industry personnel.
Maintains effective and professional relationships with grain elevator management and other industry representatives who maintain official scales and request official testing services.
