Job Summary: Works under direction to perform and lead work activities of a water and/or wastewater crew in operation, maintenance, construction, and repair assignments. Ensures equipment, supplies, and personnel are sufficient to meet the job demands. Provides working knowledge of city water and wastewater systems and solutions to problems. Leads and performs work in the operation, maintenance, construction, and repair of water distribution and wastewater collection systems.
High school diploma or GED required.
Three years work experience in operation, maintenance, construction, or repair of a public or private water distribution or wastewater collection system or a closely related field governed by the Texas Commission on Environmental Quality or two years of work experience in the City of Odessa water distribution or wastewater collection system; or an equivalent combination of experience, education, and training.
Licenses and Certifications
Possess a valid Texas Class A-CDL License. Must possess Class C Distribution and Class III Collection license issued by the Texas Commission on Environmental Quality or obtain within twelve months of becoming eligible, unless otherwise authorized by the director.
Must be able to work after hours, weekends, and holidays for scheduled and unscheduled work. Must be able to respond to after hour emergencies as needed. Must be able to work rotating shift and rotating call duty as required. Must have telephone.
Position requires that City-furnished safety boots be worn on the job. Division safety equipment is furnished and must be used as prescribed by policies.
Knowledge, Skills, and Abilities
Must possess ability to read, write, understand, and follow oral and written instructions. Possess ability to lead work group in daily work activities. Ability to work in adverse weather conditions. Ability to read and interpret water and wastewater maps. Possess knowledge of and ability to apply principles of operation, maintenance, construction, and repair of water distribution and wastewater collection systems. Must possess knowledge of and ability to apply applicable safety procedures related to work assignments including, but not limited to trench safety, confined space procedures, traffic control procedures, personal protective equipment and general work safety practices. Possess skills necessary to construct, repair, and operate water and wastewater systems with emphasis in material selection, pipe fitting, methods, and procedures in work assignments, production, efficiency, and team work. Ability to work effectively with co-workers, crewleaders, supervisors, and the general public. Must have physical ability to perform strenuous tasks under normal and inclement conditions. Must possess ability to operate heavy equipment used in the operation, maintenance, construction, and repair of water and wastewater systems including but not limited to backhoes, trucks, tractors, trailers, trenchers, machinery, compactors, sewer cleaning and inspection units, hand and power tools, and other equipment.
Duties: Leads and participates in the activities of a work crew in a variety of work assignments in the operation, maintenance, construction, and repair of water distribution and wastewater collection systems.
Ensures personnel, tools, equipment, and materials are adequate to perform assignments in a safe and productive manner.
Ensures that assigned personnel perform work in a safe, productive, and efficient manner and within City, department and division policies, including but not limited to work breaks, conduct, work methods, team work, and response time.
Maintains materials, supplies, tools, and inventory in assigned vehicle(s) and equipment to ensure quality and quantity of work.
Completes reports, logs, and forms relating to work assignments and incidents.
Operates light and heavy equipment as assigned and as defined by the department including but not limited to backhoes, trenchers, trucks, trailers, cleaning and inspection units, hand and power tools, pumps, compressors, compactors, and other machinery and equipment.
Assumes responsibilities for the safety and actions of the work crew using established procedures and guidelines including but not limited to trench safety, traffic control safety, personal protective equipment, and other City, department, division, and regulatory agency policies and guidelines.
Performs rotating shift, rotating call duty, and responds to emergencies as needed and as assigned.
Performs other duties as assigned.
