Job Summary: Performs responsible professional work, of considerable difficulty, in developing comprehensive plans and programs for the utilization of land and physical facilities of the city, oversees zoning ordinances and subdivision laws, and performs related work as required.
Graduation from college with a degree in planning, architecture, civil engineering, geography or a closely related field supplemented by three years progressively responsible experience in urban, regional or community planning including some supervisory experience or a masters degree in community, urban or regional planning and two (2) years experience, or any equivalent combination of training and experience.
Valid Texas Driver License. American Institute of Certified Planners Membership preferred.
Knowledge, Skills, and Abilities
Good knowledge of the principles and techniques involved in the development and maintenance of a comprehensive city plan. Know sources of information applicable to the collection, compilation and analysis of data and preparation of plans and presentations of urban renewal and redevelopment projects. Some knowledge of accepted practices and laws relating to zoning, land subdivision and control and land use; the methods of statistical analysis and of the evaluation of research data. Good working knowledge of techniques and materials used in all types of graphic presentations. Ability to learn laws and procedures applicable to city and regional planning; to coordinate planning studies in a variety of fields and to communicate effectively, both orally and in writing. Skill in using drafting instruments and photographic equipment.
Duties: Prepares reports and recommendations on plats and site plan applications, zoning and rezoning requests, annexation proposals and other planning projects.
Coordinates and consults with architects, developers, property owners, city departments, business and utilities companies about their comments and requirements as far as subdivisions and development standards are concerned.
Coordinates work with other concerned sections of the department.
Plans, supervises and schedules some work related to advanced planning and coordinates with other concerned sections of the department.
Compiles, analyzes and distributes demographic data for the division and performs population, housing, social, economic, transportation and other specialized studies in the city and adjacent areas.
Conducts field studies and surveys to collect original research data for municipal planning projects and determines the statistical techniques to be used in compiling such studies.
Prepares cases for the Planning and Zoning Board and Zoning Board pertaining to requests for plats, and zoning cases. Assists in processing application for Zoning Board of Adjustment.
Undertakes, analyzes and makes proposals for revisions to existing municipal planning projects.
Makes presentations to government officials and citizens.
Provides technical support for Planning and Zoning Board and Zoning Board.
Consults with architects and developers on specific development proposal and projects.
Responds to inquiries from the public and news media regarding planning projects and demographic data.
Assists in developing methodology for planning projects.
Demonstrates extreme tact and independent judgment in dealing with citizen complaints and controversial projects.
Supervises and reviews the work of other planning personnel engaged in compilation and analysis of social economic, housing, and other data for city planning purposes.
Prepares reports and makes recommendations on planning projects.
Plans and executes all forms of graphic exhibits for use before City Council, Planning and Zoning Board and other public entities.
Assists in long-range planning and updating of the comprehensive plan for the city.
Acts for Planning Director in his/her absence.
Performs other duties as assigned.
