Job Summary: Supervises the work activities of Water Distribution and Sewer Collection operations, maintenance, construction, and repair crews. Ensures equipment, materials, and personnel are sufficient to meet the job demands. Possesses working knowledge of City water and wastewater systems and resolves work related problems in the field. Makes decisions on system repairs, maintenance, safety, and associated areas. Supervises the work of operations, maintenance, construction, and repair crews to accomplish the work assignments within the Divisions and regulatory requirements.
High school diploma or GED equivalent.
Four years work experience in the operation, maintenance, construction, and repair of water and wastewater systems and appurtenances, with one year experience in a lead position; or an equivalent combination of experience and education.
Must possess a valid Class C Distribution and Class III Wastewater Collection certification issued by the Texas Commission on Environmental Quality or equivalen; or possess a valid Class C Distribution and Class II Wastewater Collection certification and obtain Class III Wastewater Collection certification within one year of employment. Must possess a valid Texas Class A CDL driver’s license or ability to obtain within three months of employment.
Position requires that City provided safety boots be worn while on the job. Division safety equipment is furnished and must be used as prescribed by policies.
Knowledge, Skills, and Abilities
Must possess through knowledge of the operation, maintenance, repair, and construction of public water and wastewater systems and appurtenances, with the ability to apply this knowledge. Possess knowledge of safety procedures, methods, and equipment used in the operation, maintenance, repair, and construction of public water and wastewater systems including, but not limited to applicable OSHA Trench Safety Standards, Confined Space Entry procedures, Traffic Control Procedures, and general machine and tool safety. Ability to read, write, and understand oral and written instructions. Ability to supervise personnel under normal and emergency conditions. Ability to operate a variety of machinery and equipment used in the construction, maintenance, and repair of water and wastewater systems including, but not limited to backhoe, trencher, trucks, loaders, pumps, pneumatic tools and machinery, compactor, lift, and other equipment. Possess ability to read and interpret water and wastewater maps, plans, and drawings and have basic computer knowledge/skill. Must be able to establish and maintain effective working relationships with coworkers, supervisors, and the general public. Must be able to work in adverse weather conditions. Must possess a telephone and be able to respond to emergency work beyond regular working hours and perform rotating call duty as assigned.
Duties: Responsible for overseeing, decision making, and compliance of the work for assigned field crews including Division standards, procedures, and regulatory agency requirements.
Ensures that tools, equipment, and materials are adequate and properly maintained for daily and emergency activities.
Responds to emergencies as required.
Schedules work for field crews to ensure quantity and Division requirements.
Assists Field Operations Manager and Assistant Director in personnel issues as needed to ensure assigned personnel perform within City of Odessa policies and Division standards.
Completes reports and correspondence as needed.
Provides training for employees in the operation, maintenance, repair, and construction of water and wastewater systems. Trains employees in the proper methods and procedures within Division guidelines.
Operates heavy equipment as assigned.
Performs onsite inspections of work performed by Division crews to ensure that productivity, quality, safety, and regulatory standards are met, and supervises these activities as needed.
Performs rotating 24 hour call duty for emergencies.
Performs utility locates on system lines and appurtenances.
Investigates citizen inquiries and complaints and personnel accidents/incidents for assigned personnel.
Collects samples from systems as needed.
Conducts performance appraisals on assigned personnel.
Takes disciplinary action on employees within City and departmental procedures.
Assumes the responsibilities of Field Operations Manager as directed.
Enters warehouse requisitions; retrieves and enters data from computer files.
Performs other duties as assigned.
