Job Summary: Supervises program and grant evaluation staff members. Consults on evaluation needs for internal programs and external grants. Develops and implements evaluation plans as appropriate to program or grant goals and objectives, along with assigning appropriate staff to meet evaluation needs. Utilizes treatment and recovery data to assess the effectiveness of clinical programs, providing evidence of treatment and service effectiveness. Develops summative and formative evaluation reports to demonstrate accountability to stakeholders and grantees. Consults and provides expertise to other managers of Research and Development, along with directors and managers across MHCD, with regard to program and grant evaluation.
Master's degree with 2 years of evaluation experience and at least 1 year management experience required, Ph.D. or ABD plus one year evaluation experience preferred, in clinical psychology, program evaluation, applied research, public health, or a social sciences degree with strong emphasis on quantitative and qualitative research. Experience in mixed methodology strongly preferred.
Minimum of two years of experience planning, implementing, and reporting on program evaluations, evidence based practices and associated fidelity scales. PhD may substitute for 1 years of experience. At least 1 year management experience. Knowledge of qualitative techniques, basic/advanced statistical analysis, and advanced evaluation techniques required. Some experience in computer programming desirable. Prior work with SAMHSA and other federal grants, along with experience in a child and family services center or program highly desirable.
Ability to effectively coordinate and direct staff with regard to goals of the team and programs evaluated. Ability to coordinate and work with other managers on cross-team projects. Ability to use qualitative and quantitative data collection instruments. Planning and implementation of multi-site and multi-organization evaluations. Ability to effectively communicate orally and in writing. Ability to organize and prioritize work, handle multiple assignments and meet deadlines. Knowledge and proficiency of MS Office software including word processing, spreadsheets, database, e-mail. Proficiency in statistical software packages: SPSS or SAS required; LISREL, HLM, WinSteps recommended. Knowledge of programming languages such as C/C++, Java, Visual basic, SQL or others desirable.
Duties: Supervises evaluation staff, assigning functions and duties, approving hours, and other managerial support.
Trains and develops staff to meet needs of programs and grants.
Develop evaluation design accounting for key outcomes and program goals.
Works with development staff to write grant applications and incorporate appropriate evaluation designs.
Implement evaluation plan appropriately assigning evaluation specialists and data specialists as needed.
Collects outcomes data and conducts initial analyses and develops and runs computerized reports as needed.
Develops presentations and documents.
Writes sections of grants, papers, and other research materials.
Implements data collection protocols (interviews, observations, etc.) and conducts data analysis.
