Job Summary: There is one position available in each location.
The position is that of market reporter in the Livestock, Poultry and Grain Market News office. The purpose of this program administered by the office is to furnish producers, buyers, and other interested members of the trade, as well as the consuming public, with a wide range of timely, accurate, and impartial information on supply, demand, movement, distribution, prices and price trends, and other related economic factors on which market decisions can be based, thereby, facilitating the orderly production, distribution, and consumption of livestock, poultry, eggs, hay, meat, grain, and their related products. Market news service likewise provides essential data for use in planning and administering other Federal and State programs related to the agricultural economy.
Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.For the GS-09 level Applicants must have one year of specialized experience that may have been obtained in the private or public sectors which demonstrates: Experience working with the physical features and production techniques of livestock, poultry, eggs, meat, hay, grain and their related products. Experience grading livestock, poultry, eggs, meat, hay, grain and their related products. Experience with livestock, poultry, eggs, meat, hay, grain and their related products are collected, processed, stored, marketed and distributed. Evaluates and reconciles complex and sometimes contradictory information and data, and to accurately determine and describe significant market developments. Communicates orally and in writing to prepare reports and discuss their findings or Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in Agriculture, Botany, Food Science, Agricultural Economics or other related fields. Equivalent combinations of education and experience are qualifying for this grade level.
Duties: The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Under the direction of the Officer in Charge or his assistant, carries out assigned duties in the collection and analysis of information relative to general and specific market conditions as reflected in supply, demand, price, quality, condition, and movement of livestock, poultry, eggs, meat, hay, grain, and other commodities as assigned and covered by the division.
Establishes contacts and confers with a moderately wide range of industry stake holders directly or indirectly engaged in the various phases of the livestock, poultry, eggs, meat, hay and grain trade for the purpose of obtaining accurate and adequate information on which to base reports.
Studies day‑to‑day and seasonal operations, as well as market reports, from other widely scattered and distant production centers in order to analyze and evaluate the significance of data collected from local sources.
Prepares regular and specially scheduled market reports for national dissemination over the Market News Communications System commercial and press association wires, radio, TV, newspapers, and trade publications etc.
Carries out assigned duties in the collection of information relative to general and specific market conditions as reflected in supply, demand, price, quality, condition and movement of livestock, poultry, eggs, grain, hay, meat and all other commodities covered by the division; according to such factors as kinds, class, grade, weight and designations.
Regularly reviews reports of other markets and general economic information material in the livestock, poultry, eggs, hay, grain, meat, and related fields in order to confer intelligently with all members of the trade and industry relative to market conditions.
Maintains an adequate working knowledge of available information and data important to the marketing of livestock, poultry, eggs, hay, grain, and meats.
