Job Summary: The incumbent is a senior Information Technology Specialist with primary responsibility for maintaining an effective and efficient Information Technology for the APHIS Enterprise Infrastructure (AEI), including support of patch management, operating system platforms, firewalls, intrusion detection systems, certification and accreditation, system development lifecycle, etc. The impact of the work is to enable users across APHIS to utilize IT systems in the pursuit of their mission goals and to protect confidentiality, integrity, and availability of APHIS’ IT resources.
APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS.
Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following experience and/or education, as identified by grade level.
For the GS-9 level: Applicants must have one year of specialized experience that may have been obtained in the private or public sectors which demonstrates:
Analyzing and defining computer or network security requirements.
Performing risk assessments or forensics on IT systems and identifying potential security risks.
Assisting with the review and evaluation of existing policies and procedures governing security incidents’ response/recovery to determine areas needing modification or improvement.
Or Two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of these fields and required the development or adaptation of applications, systems or networks. Equivalent combinations of education and experience are qualifying for this grade level.
Duties: The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
Develops, implements, and manages technical solutions needed to support the AEI IT security architecture.
Provides project leadership for technical implementations required for agency program mission accomplishment.
Adapts new technologies to meet program needs and development specifications for managing AEI platforms security.
Provides advice and direction for program management teams regarding the operation and function of information technology security systems.
Provides for all support aspects of AEI IT security architecture implementation and administration.
Assists special teams in developing options and solutions for complex technical integration and deployment of the security architecture.
Assists in the development of organizational operating standards for the deployment and maintenance of the AEI IT security architecture.
Maintains the quality and security, as needed, of APHIS computer systems and applications, architectures, and management practices.
Establishes and maintains relationships with all agency program units and departmental liaisons to facilitate APHIS AEI IT security effectiveness and efficiency.
