Job Summary: Provides assistance to the Area Veterinarian in Charge (AVIC) in the animal identification program. Performs animal identification duties and provides program planning and problem solving advice in this area.

Leading and coordinating the work of an integrated project team comprised of multiple technical disciplines.
Serving as technical authority over application and system design at an enterprise level based on current and future APHIS/VS standards. This advanced knowledge is specifically targeted at enterprise architecture design and its relationship to program goals and current deployable technologies. This knowledge must be related to actual experience in designing and implementing large enterprise systems.
Advanced experience and knowledge with Operating Systems, Databases, Programing Languages, Network technologies, system integration technics, planning documentation, technical presentations to co-workers and upper management. Ensuring the security and accessibility of program resources in a dynamic environment in an ever changing atmosphere. Great attention to detail is required based on the complexity of the environments and the operation of the VS applications.
Advanced experience and knowledge with clustering technologies, Oracle Versions 9i, 10g, 11g & 12c along with Oracle parallel server, Oracle RAC, Data Guard, Application Data Guard technologies, Operating Systems such as Windows 2003, 2008, Linux and AIX. Advanced SQL, PL/SQL programming, Active Directory, Rhapsody, CRM, Java, .Net, Apache, JBoss, OAS, WebLogic, WebShere, WebCache, Data Warehousing, ETL/ELT Technics, Reporting/BI tools, Cognos, and OS scripting is background is required.
Duties: The incumbent directs as the team leader for the ongoing database support activities for all production systems administered for Agency users. Evaluates the performance of Veterinary Services database systems to ensure information is being processed in the most cost-effective manner.
The incumbent supervises and directs in the design of databases, providing guidance and assistance for the more complex designs. Ensures logical design, that physical design meets processing requirements, and that security measures have been incorporated into the database to ensure access is limited to authorized use.
Participates in a lead role with other IT specialists, customers, and support personnel to determine functional requirements and design specifications for system development projects. VS program application systems function on a nationwide network of microcomputers, local area networks, and wide area networks.
The incumbent prepares cost-benefit and feasibility studies to support technical approvals or national distributed network application systems. The incumbent performs cost benefit analyses to assess the value and validity for new and existing application systems operating in diverse, multi-million dollar APHIS IT multi-platform install base to develop plans and recommendations for future technology refreshments and new application system initiatives.
Investigates, analyzes, and documents application system performance problems in support of APHIS and/or Veterinary Services applications. Serves as team leader for resolution of performance problems related to network access, user interface functions, data translation, and data transfer in support of national program initiatives.
The incumbent provides technical consultation to APHIS and/or Veterinary Services in software specialty areas, including host-based local area networks, multitasking application systems, microcomputers, minicomputers, local and wide area networks.
Provides database administration expertise to others in APHIS IT for ongoing collaborative projects and for the mentoring of junior information technology personnel.
