Job Summary: Under administrative direction, directs the Public Works Department through effective planning, staff management, and resource allocation; assures the effective completion of PWD projects, and compliance to state and federal regulations, and City policies, procedures, and goals.
Qualifications: Bachelor’s Degree in Engineering; And seven years’ experience in construction management, project management, land planning and development, and civil engineering in the public sector.
Duties: Plans, coordinates, and directs PWD operations through effective planning, staff management, resource allocation, and sound fiscal practices; monitors operations and defines priorities to meet PWD goals.
Directs Public Works Department (PWD) staff and operations including engineering, streets, solid waste, traffic engineering, storm water management, GIS, and City infrastructure; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance.
Serves as the principal advisor to the City on Public Works programs and technical issues; develops and directs strategies to meet goals and objectives; interprets concerns, defines desired results, develops solutions, determines scope and priorities of projects.
Provides leadership, direction, and guidance in operational strategies; evaluates City needs, capital improvement program plans, and budgets; and determines PWD priorities and resource requirements.
Analyzes operational information, evaluates trends, and develops plans with other City departments to achieve future goals and growth objectives; assures PWD program goals and standards are defined, attained, and congruent with City goals.
Presents status reports to City management and City Council, and assures effective communication of operational and technical issues; assures all operational, legal, technical, and financial issues are properly addressed and resolved; interprets and explains federal and state rules and regulations; assures Department’s activities are in compliance with all laws, regulations and quality and safety standards.
Meets regularly with staff to discuss and resolve workload, quality standards, and technical issues; monitors operations to identify and resolve problems; assures projects meet scope, schedule, cost, and quality requirements; writes technical and analytical reports, and makes technical estimates of a specialized nature.
Serves as a liaison between PWD divisions, regional organizations, and state and federal agencies to coordinate PWD projects and operational issues.
Reviews and analyzes operational data and activity reports; identifies infrastructure needs, service demands, and resource availability; develops recommendations and plans to improve operational effectiveness, including use of new equipment and technological advancements.
Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
